  Regional Programme Priorities:

The regional programme priorities are valid for all countries of the programme and serve as a general thematic framework for identifying and selecting Cooperation Projects, Small Actions and Regional Small Actions, and SCP-initiatives.

A project is eligible if it meets at least one regional priority by aiming to:

  • Build the professional capacity of artists or cultural organisations, especially young or emerging practitioners;
  • Develop cultural debate within society;
  • Support innovative cultural creation; or
  • Extend equal opportunities and human rights by
    supporting cultural diversity.

A project is also eligible if it additionally to one of the above regional priorities meets the country or national priority, which for Kosovo is the following:

  • Audience development and cultural diversity at community level;

Criteria For Small Actions:

The following criteria are valid for the programme-line small actions. For an application to advance in the selection stage (which is competitive), a project must first demonstrate that it is eligible and that it meets at least one of the regional priorities. If it meets also the national priority this is an asset. At the selection stage, all the eligible projects will be assessed against the criteria and the best chosen for support.

a) Programme eligibility criteria
Projects must not be:

  • Resubmissions; incomplete files; requests for over 20,000 chf;
  • From political, religious, military or trade union organisations;
  • For running costs by a public institution or governmental bodies
  • For formal education or scholarships, for health or sports services;
  • For work with children (though work with children as one project-component, but not the main one, is eligible);
  • For infrastructure, building costs or cultural heritage;
  • Discriminatory or anti-democratic in content;
  • For exclusively commercial activity.

In addition eligible projects must:

  • Directly advance at least one priority area;
  • Target a public audience;
  • Happen in the country or be undertaken by inhabitants;
  • Contribute to the budget (in cash or in kind);
  • Respect financial, management and legal norms;
  • Accept the grant conditions of SCP. The same project (festival, reviews) cannot be supported more than two times in a row.

An eligible Regional Small Action in addition must:

  • Have participants from at least 3 programme countries (including Montenegro, which can participate in a Regional Small Action, but not be the hosting country)
  • Be developed by partners (organizations/individuals) from at least 3 programme countries
  • Contribute to exchange of experience and promotion of best practices;
  • Have an impact on regional level

b) Selection criteria for Small Actions:

Only proposals that satisfy the eligibility criteria outlined above will be brought to the country boards for decisions about funding. At that point, applications will be ranked according to the following selection criteria:

  • Artistic quality: For the purposes of assessment, artistic quality will be considered in terms of the following elements (a) technique (b) originality (c) ambition (d) resonance and (e) magic.
  • Innovation: Projects should demonstrate innovation in their ideas or practice, though it was also accepted that innovation depends on context.
  • Community development: Projects should be able to demonstrate a clear and achievable community outcome; applicants should be aware of what they aim to do beyond their artistic goals, and have a clear plan for achieving that.
  • Partnership: Projects should be outward facing and encourage cooperation with others, within and beyond the cultural sector.
  • Risk: A risk assessment will take account of matters such as the applicant’s professionalism and track record, the likelihood of achieving match funding, the potential threats to a project’s delivery and so on.
  • Value for money: Finally, each application will be assessed in relation to the outcomes produced in relation to the proposed cost to the Swiss Cultural Programme.

  How to apply?

Application deadlines for 2008 will be published in January 2008.

Eligibility
In order to consider your application we need complete and precise information. The application is considered complete if no substantial information on the project is missing from the application form. The project should be worked out in detail, providing as much factual information as possible.

An applicant (NGO, institution, groups of individuals) can submit only one project proposal per application deadline. If the project has been refused once by the Local Board, it cannot be considered again.

The application form should be completed in English.

With the application form please send additional material of the artistic work you, your group or organisation has already done (CV's, photos, brochures, catalogues, press cuttings, video or audio material, etc). Choose the best or most representative material. The additional materials you can send by regular mail or submit to the office directly.

If your project involves other artists or organisations please provide information about them, for example CV's or any other material.

Publicity - All advertisements and publicity associated with your project must carry our logo (download the logo).

The project must not have started - The project start date should, ideally be at least one month after our decision date to allow time for you to receive our offer letter and comply with any conditions. This will not apply for applications that undergo urgent procedures, such as mobility grant.

Other funding sources for your project
- We will not normally meet 100% of the cost of the project and, in most cases, a minimum of 10% of the cost of the project should be from other sources.

Please ensure also you include in-kind contributions in both your projected income and expenditure. In-kind contributions can include, for example: voluntary labour, administrative costs, donated equipment, use of premises or office space for the project.

Your funding from other sources does not have to be completely in place before you apply, but you must have a clear idea of where it will come from.
Support for technical equipment in a small percentage of project budget is allowed.

Your application must reach our local office by the deadline date . The local office will check your application for eligibility and ask you for additional information if necessary. The local office will then present the applications to the local board for decision making.

Writing your application

The following guidance summarises the information we will need under each question of the application form relating to your proposal. It is in your interest to ensure that your application does justice to your proposal.

Question 1: Name of project
Please state the title of the project you are organising, if your project is part of a larger festival than include also the name of that festival (or event).

Question 2: Project Partner(s)

Organisation
The organiser can be an individual, a group of individuals, an NGO or an institution. If there are several partner organisations involved in your project they must be included as 'project partners' and it must be stated who is taking the lead in the project implementation.

Question 3: Contact person and function
One or maximum two persons in charge of the project implementation should be stated. This person shall also be the main contact for the local office during the process of completing the application.

Question 4: Address, Telephone/Fax, E-mail
Please state the exact address and contact details of the contact person and organisation.

Question 5: Date of Project
Please state the starting date of the project and the ending date of the project. The project must not start before the decision meeting date of the SCPKS.

Question 6: Place(c)
Please state the exact place and if possible the exact venue (hall, gallery, museum, theatre) of the project. Please attach a letter of agreement from the partner organisation for venue booking.

Question 7: Project Description
Give us a detailed description of your proposed project and include a timetable of all events/activities. We are interested in the concept, participants, technical details, dynamics of realisation, etc. Factual precision contributes to the credibility of the project and a detailed description helps to recognise and understand the specific qualities of the project. Additionally, please provide information on the following issues (if applicable to your project):

  • Marketing your project - tell us how you plan to reach the people your project is aimed at. Include details of any proposed marketing activity.
  • Management of your project - describe how you will manage the artistic, administrative and financial elements of your project.
  • Artistic quality of the project - tell us the names and experience of the artists involved, tell us how you will ensure that artistic quality is as high as possible.

Question 8: Priority Areas as defined in SCP
The project has to be relevant to at least one of the priority areas as defined in the in the regional working guidelines. Please tick the priority area(s) applicable to your project.

Question 9: Objectives
Please state affirmative artistic and social values that shall be achieved by the realisation of the project.


BUDGET

Subsidies will be offered for particular and clearly listed costs. It is therefore necessary to present the entire budget plan for your project: please state all costs expected to occur for the realisation of your project.

Production Costs
Please state all costs regarding the producing of your project: items or goods that you will purchase or rent; renting of venues (for rehearsals or performing); renting of technical equipment, renting of a transportation vehicle; services provided by various companies (printing costs, music studio, etc).

Organisational/Administrative Costs
Organisational/Administrative Costs are expenses which the organiser bares while organising the project, for example: office rental and maintenance, running costs, etc. Included here are the travel costs, accommodation, per diems, etc.

Fees and Copyrights
Please state all the honorary payments that will be made through a contract or a receipt, for example: translation costs, designer's fees, actors' fees, accountant's fees, tailor's fees, etc. Copyrights costs are included in this section.

Other Costs
In this section please present the promotional costs (advertising in newspapers and other media, production of a radio or TV clip, website related expenses), representational costs (catering, refreshments, cocktail) and other project specific costs.

Please provide us with details on how you arrive at your figures - breakdown of the budget . For example, if providing us with a summary figure for artist fees, please tell us the number of days or hours and the fee rate used to calculate this. If you need money for capital items such as equipment or designing and printing material we would expect these to be based on quotations from suppliers/companies.


FINANCIAL PLAN

The financial plan must show how you intend to provide finances to cover the costs listed in the budget. We expect a minimum of 10% of the total cost of your project to come from other sources of funding. Monetary or in-kind contributions from other sources are recognised as additional funding.

Subsidies requested or granted from
Name other foundations, institutions, corporations and sponsors that you asked for funding support.

R (requested) / G (granted)
If you have applied to another source/organisation but have no answer yet, please tick the R (requested) letter; if your application has been considered and approved for support than tick the G (granted) letter.

Item No. (A1, A2, B3, D1)
In this column please state the Item number from the previous page of Budget to explain what costs are covered by whom. For example, A1 item from the Budget section was covered by XXX Foundation.

CHF
The last column on the right requires that you tell us the total amount requested/granted from a particular financial source. All amounts must be presented in Swiss Francs, CHF ( for a currency converter you can go to: www.x e .com/ucc/)

Contribution by the organiser
Please tell us the amount of costs and which items are covered by the organiser (that is your organisation, association, etc) of the project.

Amount asked from Swiss Cultural Programme in the Western Balkans
Please tell us the amount you are asking from Swiss Cultural Programme in the Western Balkans and for what items (please refer to Budget section and define items, such as: A1, A2, B3, etc). We cannot consider your application if you do not specify the purpose of the requested contribution.

The total amount of the Financial plan should match the total amount of the Budget.

After the decision

If your application is not successful - we will contact you by sending a letter and explaining why the application has been refused. If your application has been rejected once you cannot reapply again with the same application.

If your application is successful
- we will inform you of the decision and let you know about any special conditions that are to be applied to our grant or additional information that might be required. Within 1 week of the decision (if there are no conditions attached nor information required) we will send you a grant letter with payment details. The grant letter will also specify what expenses the grant is supposed to cover from your project, so please make sure you keep all the original receipts.

Payment of your grant
- You will receive payment of the grant in two stages. The first 50% of the grant you will receive in advance and before the start of the project. The other 50% of the grant will be paid to you when the project is completed and after having received the narrative report, the financial report and final invoices.

Narrative and Financial Reports and Final Invoices
- There are important reasons why we need these reports and invoices for your grant, for example, our need to account for the use of the funds we distribute, and our desire to demonstrate the positive effect the arts can have on society. We will only pay the second part of the grant once we have received and approved the reports and invoices.
